The European Commission asked the Council on 15th February 2013 to give its green light for negotiations on a new plurilateral agreement on trade in services. These negotiations would cover all services sectors as covered in the General Agreement on Trade in Services (GATS), including inter alia information and communication technology (ICT) services, logistics and transport, financial services and services for businesses. But the EU, like the other participants, is looking for the negotiations to go beyond simply further opening up markets for services.

The aim is also to develop new rules on trade in services, such as those applying to government procurement of services, domestic regulation (e.g. licensing procedures) or access to communication networks. The hope is that, eventually, the agreement will be multilateralised and integrated into the WTO system.

The purpose of this meeting is to update and exchange views with civil society stakeholders on this issue.
