The purpose of this meeting is to present the final Commission Report of the GSP Mid-term Evaluation, receive feedback and exchange views on the Report's conclusions and EU's GSP. The report and the Commission Staff Working Document are available on the DG Trade website. The report shows a positive impact of the latest reforms to the GSP regulation, particularly on the most vulnerable countries.

This discussion follows up on the previous Civil Society Dialogue meetings that took place in January 2017 (draft Inception Report) and September 2017 (final Interim Report).

To support its evaluation of Regulation (EU) No. 978/2012, the Directorate General for Trade of the European Commission mandated the Mid-Term Evaluation of the GSP. The goal of the study is to assess the current scheme’s effectiveness, efficiency, coherence and relevance, and to formulate conclusions and recommendations based on this analysis. The Mid-Term Evaluation will consider the trade, economic, social, environmental and human rights impacts of the GSP in all beneficiary countries and the EU. The results of the study, performed by Development Solutions Europe Ltd, have fed into the current Commission Report to the European Parliament and the Council.
