The first meeting of the issue group on WTO reform and transparency brought together 17 NGOs representing various interests and DG Trade officials. The meeting started with a discussion on the proposed agenda for the year. There was a general agreement with the Commission proposal but for the need to also address the question of transparency inside the European Union and for a preference to bring forward the discussion on the point of coherence among international institutions to a date prior to the Qatari Ministerial where it is likely to be discussed. It was therefore decided to maintain the current calendar for the next two sessions of the issue group and then to swap the timetable for the discussions on coherence and DSU review. It was also agreed that the issue group would be kept informed of the development concerning the participation of NGOs at the Qatari meeting. The discussion then turned to a first and broad overview of the areas that will be discussed in each of the following meetings of the issue group. Internal transparency Some participants pointed out that the current distinction between internal and external transparency is somewhat limited when you consider that the scope of the activities of the NGOs (and Parliaments) is mainly to influence the decision making of the institution.
