Meeting of Commissioner Lamy with civil society and stakeholder representatives - summary report Brussels, 19 April 2000 The meeting addressed two main topics: WTO - state of play after the Seattle Ministerial meeting DG Trade's proposals for a new set-up for dialogue with civil society on WTO and trade policy issues. On WTO State of Play, Commissioner Lamy explained the Community's proposals with regard to the relaunch of the process towards a New Round, the short-term package of confidence-building measures, and reflections on WTO reform matters. Seattle had failed mainly because of differences on substantive issues, both between developed nations and between the developed countries and developing countries respectively. Developing countries in particular had come away from the meeting with strong disappointment because nothing had been achieved, and disillusionment at the process. The short-term package therefore aimed in particular at rebuilding confidence in this area. On substance, the need for a comprehensive Round remained - it was the only way forward to ensure both improved access to markets, better WTO rules and greater sensitivity to a number of societal concerns.
