Ad-hoc civil society meeting on PPMs - summary report Brussels, 7 June 2001 The meeting was chaired by Mr. Madelin, a list of attendees is attached. Mr. Madelin proposed to structure the debate around two threshold questions: 1. To what extent are trade measures based on non product-related process and production methods controversial in the WTO, or even contradictory to WTO rules and how prepared are we to devote negotiating energy to change the present state of play. 2. How can we reassure WTO partners that the EU's objectives in this area are not protectionist. The debate started with the reaffirmation of positions by Animal Welfare organisations on the one hand, and the industry representatives on the other hand: AW: on pro-trade measures based on ppms. Because of the current contradiction between internal EU rules and applied WTO-compatible external trade regimes, the legal interdiction of certain ppms (e.g. battery hen cages) in the EU was not combined with a corresponding measure to block products produced by means of the same ppms in third countries. (in effect granting foreign producers more favourable than national ones), with potentially disastrous consequences for the industry. Industry: PPM based trade measures ran the risk of changing the WTO approach to "like products"
