Report of the second meeting of the Issue Group on WTO Reform & Transparency The second meeting of the issue group on WTO reform and transparency took place on 25th April 2001 and brought together representatives of civil society and DG Trade officials, to discuss the issue internal transparency in the WTO. There were two main topics of discussion (i) decision making in the WTO and (ii) how to promote the participation of developing countries. DECISION MAKING IN THE WTO The question of decision making was discussed under a number of key headings. Firstly the question of consensus as the best option for formal decision making and how to arrive to the formation of consensus. Consultative bodies and how they may or may not be of benefit to the decision making process were discussed as was the role of the Director General. Consensus Participants asked why there is a need for consensus in the WTO. In response the Commission stated the particular nature of the WTO (as producer of enforceable rules) requires that all the members agree with the content of such rules. Other form of voting (e.g. weighted or by regional grouping) do not currently receive the support of the membership.
