Issue Group on Investment MEETING REPORT 27 February 2001 Introduction, presentation, and general update of activities by the Commission The Commission opened the meeting by explaining how the EC overall investment agenda had developed since 1998. The MAI failure, the work in the WTO Working Group on Trade and Investment in Geneva, discussions among Member States, European Parliament, and last but not least with Civil Society are all elements that contributed to the EC overall view on investment policy issues. As far as international investment rules are concerned, it was explained, the Community has a basic position concerning the negotiation of rules covering Foreign Direct Investment in the WTO. According to the Commission this current position, which is available on the DG Trade web site, is balanced enough to be in the interest of both developed and developing countries. However, the Commission pointed out that investment rules in the WTO would be only part of the picture. In particular the EC is also working towards raising the awareness and improving the implementation of the OECD Guidelines as a potentially very useful tool to enhance investors' responsibility.
