Objective of the consultation
This consultation aims to gather detailed views relating to the implementation of the Free Trade Agreement between the EU and its Member States and the Republic of Korea. The results of the consultation will provide data for the evaluation of the EU-Korea FTA. The evaluation is conducted by Civic Consulting and the Ifo Institute. Context of the consultation
The EU-Korea Free Trade Agreement (EU-Korea FTA) is so far the most ambitious FTA implemented by the EU. It is the first of a new generation of FTAs, characterised by its comprehensive nature and high level of ambition, and the first one concluded by the EU with an Asian country.
The agreement eliminates progressively the customs duties for industrial and agricultural goods. In addition, it addresses non-tariff barriers to trade, for example in the automotive, pharmaceutical, medical devices and electronics sectors. The agreement creates new opportunities for market access in services and investments, and includes provisions on competition, government procurement, intellectual property rights, transparency in regulation and sustainable development.
After four years of the application of the EU-Korea FTA, the European Commission has launched an evaluation of its implementation. The evaluation examines the effectiveness and efficiency of the EU-Korea FTA in view of achieving its objectives, the relevance of the EU-Korea FTA regarding current trade issues faced by the EU and Korea and the coherence of the EU-Korea FTA with the EU-Korea Framework Agreement and with the objectives of the EU trade policy. The evaluation also analyses the impact of the implementation of the EU-Korea FTA on the sustainable development in its economic, social and environmental dimensions, as well as on human rights.
