   • Abstract: In the context of the progressive liberalisation of world trade in goods and services, it is vital that trade policy instruments maintain third country markets open for European Union (EU) exporters. Consequently the Council of the European Union (EU) adopted the Trade Barriers Regulation in December 1994 (Council Regulation N°3286/94)(1) which came into effect on 1 January 1995.
