Singapore Issues – the Question of Modalities
- Résumé : The Singapore issues, which until the WTO Fifth Ministerial are in the stage of "clarification", but for which negotiations will commence after Cancun, are a key element of the DDA and part and parcel of the Single Undertaking. The purpose of this paper is to put forward considerations on the term "modalities" in relation to the Singapore issues, with the aim of ensuring that a positive decision will be taken at Cancun.

- Résumé : The core principles of transparency, non-discrimination and procedural fairness are explicitly mentioned by Ministers in para. 25 of the DDA as issues for clarification in the Working Group. The present submission will focus on the objectives pursued by these core principles and on how the scope of such principles could be clearly defined. Before doing so, however, is seems useful to recall some general considerations on where these core principles could fit in an agreement on competition.
