- Abstract: This document complements the information on the implementation of Article 67 of the TRIPS Agreement, as provided in document IP/C/W/496/Add.2 of 5 December 2007. It concerns the technical cooperation activities carried out between August 2007 and July 2008 by the European Communities and individual member States in favour of developing and least developed country Members, with the objective of facilitating the implementation of the TRIPS Agreement.

Technology Transfer
- Abstract: Art. 66.2 of the TRIPs agreement states that "Developed country Members shall provide incentives to enterprises and institutions in their territories for the purpose of promoting and encouraging technology transfer to least-developed country Members in order to enable them to create a sound and viable technological base." To address this requirement, the European Community and its Member States have launched several actions, which are summarised in an annual communication to the TRIPs Council (2007 report) (click twice on this link if needed).

Positive aspects of IP rights
- Abstract: The primary, well-known function of an IP right is to give its holder a competitive advantage in its commercial activities, by preventing unauthorised exploitation by thirds. This is especially important for SMEs, which IP rights provide with powerful weapons to compete with much larger companies. However, IP rights have other, less frequently mentioned benefits.

The Anti-Counterfeiting Trade Agreement (ACTA)
- Abstract: Negotiations on a new Anti-Counterfeiting Trade Agreement (ACTA) were launched in 2007. The negotiations are still ongoing. There is, at this stage, no agreed text. The goal of the ACTA negotiations is to provide an international framework that improves the enforcement of intellectual property right (IPR) laws. It does not purport to create new intellectual property rights, but to create improved international standards as to how to act against large-scale infringements of IPR. This goal is pursued through three primary components of ACTA: (i) international cooperation; (ii) enforcement practices; and (iii) legal framework for enforcement of IPRs.

ACTA: 4th round of negotiation
