End 2008, the Commission adopted a Communication entitled "Raw Materials Initiative" defining an integrated approach to raw materials, covering all relevant policy aspects ranging from industry, environment, development to trade and research policies.

On 2 February 2011, after holding a public consultation, the Communication on raw materials was adopted to update and reinforce the "Raw Materials Initiative". It includes elements about fostering a fair and sustainable supply from both domestic EU markets and global markets, as well as about promoting recycling and increasing EU efficiency in using raw materials.

Following the adoption of this new Communication and in light of the recent developments on the global raw materials markets, the Commission would now like to further exchange views with civil society stakeholders regarding this complex issue.
