The purpose of this meeting is to provide the state of play of the EU-China investment negotiations.

The EU-China Comprehensive Agreement on Investment would be the EU’s first stand-alone comprehensive investment agreement providing EU investors aiming to establish both predictable, long-term access to the Chinese market and modern investment protection. The negotiations were formally launched during the 16th EU-China Summit held in November 2013 and 23 rounds of talks have taken place so far. These negotiations are key in the EU’s efforts to rebalance the openness and enhance the level playing field as highlighted in the Joint Communication “EU-China – A strategic outlook” . At the 21st EU-China Summit in April 2019 the two sides committed to achieve in the course of 2019 the decisive progress required, notably with regard to the liberalisation commitments, for the conclusion of an ambitious EU-China Comprehensive Investment Agreement in 2020. It was also agreed that the high level of ambition would be reflected in substantially improved market access, the elimination of discriminatory requirements and practices affecting foreign investors, the establishment of a balanced investment protection framework and the inclusion of provisions on investment and sustainable development.

• The Sustainability Impact Assessment in support of the CAI negotiations was released in November 2017 and the European Commission services presented their response to the SIA's findings and recommendations in May 2018.
