Combined Nomenclature and Common Customs Tariff applicable in the EU from 1 January 2025

On 31 October, Commission Implementing Regulation (EU) No 2024/2522 amending Annex I to Council Regulation (EEC) No 2658/87 on the tariff and statistical nomenclature and on the Common Customs Tariff was published.

This Regulation establishes the latest version of the Combined Nomenclature (CN) and the Common Customs Tariff applicable from 1 January 2025.

In the interest of modernising the Combined Nomenclature (CN), new subheadings were introduced to facilitate monitoring of specific goods, such as:

  • ‘Sharks and shark fins‘ (CN code 0302 81 50, 0302 81 70, 0303 81 50, 0303 81 80, 0303 92 15, 0303 92 30, 0303 92 40, 0303 92 50, 0303 92 90, 0304 88 22, 0304 88 29, 0305 71 15, 0305 71 30, 0305 71 40, 0305 71 50 and 0305 71 90) in Chapter 3
  • ‘Tomatoes‘ (CN codes 0702 00 10, 0702 00 91 and 0702 00 99) in Chapter 7
  • ‘Biofuels‘ (CN codes 2710 19 42, 2710 19 44, 2710 91 10 and 2710 91 90), in Chapter 27
  • ‘Liquid urea‘ (CN codes 3102 10 12, 3102 10 15 and 3102 10 19 ), in Chapter 31
  • ‘Wood waste and laminate floor covering‘  (CN codes 4401 49 10, 4401 49 90, 4411 13 91, 4411 13 93, 4411 14 91 and 4411 14 93 ) in Chapter 44
  • ‘Steel laminations and stator and rotor cores‘ (CN codes 8503 00 20, 8503 00 98, 8521 10 00, 8527 21 30, 8528 71 00, 8529 90 30, 8529 90 93 and 8529 90 96), in Chapter 85.

The Combined Nomenclature constitutes the fundamental framework for the declaration of goods during importation into or exportation from the European Union, as well as for the compilation of intra-Union trade statistics.
