Minimal operations

In addition to the specific rules of origin attributed to the product you want to import or export, you must verify whether the action performed in the EU or the trade partner country from which you import or where you export to exceeds the minimal operations required. These minimal operations are listed in the Protocol of rules of origin of the trade agreement you are using as an importer or exporter. Minimal operations can be packaging, simple cutting, simple assembling, simple mixing, etc.

If the production carried out in the EU or a trade partner country is amongst the listed operations and nothing else was made there (i.e. no material was produced or transformed) then the product cannot be considered as originating even if the product-related rules of origin are fulfilled.
