Imports of rough diamonds into the European Union (EU) are subject to a system of certification and controls laid down in Regulation (EC) 2368/2002 (CELEX 32002R2368) which incorporates into the European's Union law the Kimberley Process (KP) certification scheme. This scheme is intended to prevent the trade in diamonds from financing armed conflicts, activities of rebel movements and the illicit traffic in arms.

Rough diamonds can only be imported into the EU if all of the following conditions are fulfilled:

  • the rough diamonds must be accompanied by a certificate validated by the competent authority of a Participant country. This certificate determines the compliance of a shipment of rough diamonds with the requirements of the KP certification scheme. Certificates shall meet the minimum requirements set out in Annex I to the Regulation.
  • the rough diamonds must be contained in tamper-resistant containers, and the seals applied at export by that Participant are not broken.
  • the certificate should clearly identify the consignment to which it refers.

The list of Participants in the Kimberley Process certification scheme and their duly appointed competent authorities responsible for issuing, validating and verifying certificates, can be found in Annex II to the Regulation.

The validity of certificates for imported rough diamonds should be properly verified by the designated authorities in the EU.

According to Regulation (EC) 1523/2007 (CELEX 32007R1523), the placing on the market and the import to, or export from, the European Union of cat and dog fur, and products containing such fur are prohibited.

The prohibition does not apply to cat and dog fur or products containing such fur for educational or taxidermy purposes.
